Project Design Update

The three sections of Windmill Walk north of the railways currently have very low traffic volumes, but also narrow pavements with many pedestrians using this area. To improve pedestrian accessibility and comfortability, we initially proposed the following changes:

  • Pedestrianising the section between Roupell Street and Brad Street
  • Provision of more greening and tree planting
  • Bring the entire surface to pavement level to make the area more accessible and easier to navigate
  • Provide more space for pedestrians and implement a continuous footway on Roupell Street

Following on from our previous proposed design engagement in 2023, we have reviewed the feedback received from the local community/key stakeholders and internal teams and have made some iterations to the previous designs presented.

We are proposing to change the following items:


Cancellation of the southern section proposed design

  • Following our previous design engagement, this proposal did not receive community support due to concerns about access, the risk of Anti-Social Behaviour and noise, and the importance of preserving the longstanding character of the area. Further review of the location has also identified significant underground utilities that would not support the proposed designs. In addition, due to the deteriorated financial position of the Council, we are no longer access funding from our Capital Investment Programme (CIP)..

Concept design in development for central section (Whittlesey Street/Roupell Street)

  • We will be engaging further with local stakeholders on potential depaving and greening for the pedestrianised central section of Whittlesey Street/Roupell Street instead. This opportunity has been raised by local community representatives of the Lambeth Estate Residents Association

Concept design in development for northern section (Theed Street / Whittlesey Street) for kerbside trees

  • During our earlier design engagement, there was support for tree planting on a nearby side streets rather than directly on Roupell Street. We are now exploring the feasibility of taking this approach forward.


Lambeth Council is expecting to receive funding in the 2026/27 Financial Year through the Local Implementation Plan (LIP) funding from Transport for London to further limit through traffic in the area and deliver improvements under the Healthy Streets paradigm.

Once this funding is confirmed, Lambeth will reengage with local residents and businesses on the updated designs. We expect this to happen in June/July. During this further engagement phase, we will also publish the designs
