
The renewal of Westbury Estate
Westbury estate is a Lambeth Council post-war estate in Clapham Town, located on Wandsworth Road opposite Wandsworth Road station consisting of over 242 homes arranged in a mix of two-storey and four-storey maisonettes set in an open grassed landscape and mature trees. Phase 1 of the renewal is completed with 64 new social homes delivered for residents on the estate in 2021.
The estate which was identified as needing to be renewed to bring the homes up to a standard that residents deserve now and for the future had an approved masterplan already. Due to several new building/planning regulations and inflation, we are reviewing the previous master plan to ensure it can deliver the best value for residents and the Council.
What stage of the renewal process is my estate in?
We know that the best way to deliver affordable homes at Westbury is by working with a development partner. We have started the selection process for a development partner in Winter 2024 and are hoping to appoint a development partner in early 2026.

Housing Walk-About
Come and join our February estate walkabout on Wednesday, 25 February, starting at Durrington Tower at 11 am. We will be reviewing various issues on the estate and how we can resolve them.

Key Guarantees consultation
Consultation on the council’s proposal to end the Key Guarantees
We are writing to ask you for your comments on our plan to end the Key Guarantees and where required, replace them with a landlord offer that residents could then vote to accept or reject.
What are the Key Guarantees?
The Key Guarantees are the council’s offer to secure tenants and council homeowners whose homes are planned for redevelopment under the council’s estate renewal programme.
For secure tenants and resident homeowners (those who live in their home on the estate), they make the promise of a new home on the rebuilt estate if they wish to remain, or the opportunity to move off the estate ahead of the redevelopment.
Why is the council planning to end the Key Guarantees?
Since the council introduced the Key Guarantees in 2015, and updated them in 2017, the Greater London Authority (GLA) (the body that provides funding to councils to build new homes), has introduced a rule that means councils must work with residents who live on estates where demolition is proposed to produce an equivalent of the ‘Key Guarantees’ called a ‘Landlord Offer’. This is then followed by a resident ballot where residents can vote to either accept or reject the terms of the Landlord Offer.
What is the difference between the Key Guarantees and a new landlord offer?
The main difference would be that you would be able to vote to accept or reject the landlord offer, and the rebuilding of your estate would only proceed if a majority of residents who voted, voted to accept the offer.
The idea of a landlord offer is that the landlord works directly with residents of an estate to create an offer than meets the specific needs of those residents. The Key Guarantees are a blanket offer that apply to all estates in the council’s estate renewal programme.
Because it would be designed on an estate by estate basis, after resident consultation, it is not possible to confirm what would be included in the new landlord offer, but please be assured that it is a requirement of the GLA funding guide, that any future Landlord Offer must include the promise of a new home for secure tenants and resident homeowners on their rebuilt estate.
