
West Dulwich Street Improvements
UPDATE:
Lambeth council introduced the West Dulwich Street Improvements to reduce road danger and create a safer and healthier neighbourhood where residents can live happier, healthier lives.
The improvements included a trial of traffic restrictions to remove through-traffic, and enhancements to pavements across the neighbourhood.
The trial scheme was launched on 9 September 2024.
A group of local residents and businesses challenged the legal basis of the scheme. Following a hearing earlier this year, the High Court allowed part of their claim and subsequently ordered the removal of the traffic restrictions.
The restrictions, including the signs and cameras, have been removed and that the scheme is no longer being enforced.
Following the court ruling, the council has decided to refund Penalty Charge Notice (PCN) fines issued in relation to the scheme.
Motorists who received and paid PCNs in relation to the Street Improvement Scheme in West Dulwich (from driving through the restrictions at Ardlui Road, Carson Road, Chatsworth Way, Eastmearn Road and Tulsemere Road) can apply for a refund on the council’s website: https://www.lambeth.gov.uk/wdhnrefund. PCNs issued in relation to this scheme that were not yet paid have been cancelled.
In July and August, sections of the pavement that have been damaged by tree roots will be repaired. To keep trees healthy and prevent roots from protruding, the pavement around a number of trees will be renovated with a breathable, flexible material, making the pavements smoother, safer and more accessible for everyone. Enabling the community to travel more actively benefits public health and wellbeing, and is part of the Climate Action Plan to become net zero compatible and climate resilient by 2030.

Stage 5: Final Design
The initial design engagement phase helped engineers refine and improve the proposals.
The final design consists of:
- Ardlui Road: just south of its junction with Towton Road: a camera-enforced filter prohibits motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).
- Carson Road: a one-way camera-enforced traffic filter permits northbound motor traffic and prohibits southbound motor traffic through the filter. A no right turn from Carson Road into Thurlow Park Road.
- Chatsworth Way: just north of its junction with Idmiston Road: a camera-enforced filter prohibits motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).
- Dalton Street: one-way for motor traffic northbound from Chatsworth Way to Lancaster Avenue (with cycle contraflow), and a banned right turn movement from Dalton Road into Lancaster Avenue.
- Eastmearn Road: just west of its junction with Rosendale Road: a camera-enforced filter prohibits motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).
- Tulsemere Road: just south of its junction with Towton Road: a camera-enforced filter prohibits motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

In response to feedback received and further traffic data analysis, the following changes were made:
- Two proposed traffic filters on Idmiston Road and the traffic filter on Chestnut Road were removed.
- Extension of double yellow lines ‘at any time’ waiting restrictions in Robson Road (to improve the
- Introduction of a new parklet location on Chatsworth Way. The proposed parklet on Eastmearn Road was retained. All other proposed parklets were removed.

Feedback and subsequent updated designs were detailed in a decision report that was published in February 2024. The report recommended proceeding with the revised proposals for all 3 projects, as follows:
- Commencing an 18-month trial of the traffic management measures, using an Experimental Traffic order (ETMO)
- Conducting statutory consultation on permanent Traffic Management Orders (TMOs) for the CPZ and Healthy Route
