West Dulwich Street Improvements

UPDATE:

Lambeth council introduced the West Dulwich Street Improvements to reduce road danger and create a safer and healthier neighbourhood where residents can live happier, healthier lives.

The improvements included a trial of traffic restrictions to remove through-traffic, and enhancements to pavements across the neighbourhood.

The trial scheme was launched on 9 September 2024.

A group of local residents and businesses challenged the legal basis of the scheme. Following a hearing earlier this year, the High Court allowed part of their claim and subsequently ordered the removal of the traffic restrictions.

The restrictions, including the signs and cameras, have been removed and that the scheme is no longer being enforced.

Following the court ruling, the council has decided to refund Penalty Charge Notice (PCN) fines issued in relation to the scheme.

Motorists who received and paid PCNs in relation to the Street Improvement Scheme in West Dulwich (from driving through the restrictions at Ardlui Road, Carson Road, Chatsworth Way, Eastmearn Road and Tulsemere Road) can apply for a refund on the council’s website: https://www.lambeth.gov.uk/wdhnrefund. PCNs issued in relation to this scheme that were not yet paid have been cancelled.

In July and August, sections of the pavement that have been damaged by tree roots will be repaired. To keep trees healthy and prevent roots from protruding, the pavement around a number of trees will be renovated with a breathable, flexible material, making the pavements smoother, safer and more accessible for everyone. Lambeth is committed to creating streets and neighbourhoods that are healthy, safe, inclusive, pleasant, and that support walking/wheeling, cycling and use of public transport. Enabling the community to travel more actively benefits public health and wellbeing, and is part of the Climate Action Plan to become net zero compatible and climate resilient by 2030.

Initial Design Report

Stage 4: Initial Design Engagement Report

Engagement on the initial design took place between 11 April and 14 May 2023. The Engagement Report was published in February 2024 (see PDF below).

As well as engaging on the trial street improvements, the West Dulwich community were invited to give feedback on initial proposals for:

  • Phase 3 of the Brockwell Park to Gipsy Hill (aka Rosendale Road) Healthy Route
  • West Dulwich Controlled Parking Zone (CPZ)

The 3 projects were presented at the same time and feedback was invited via both online and offline methods:


Online engagement methods

A Commonplace Website was created, featuring information on the 3 projects and ways to feedback:

  • For the trial street improvements proposals, an interactive map was created, on which people could drop a pin and leave a comment.
  • For CPZ proposals, an online survey was created with question boxes to be completed
  • For the Healthy routes proposals, open text boxes and like/dislike spectrums were provided next to designs to enable people to contribute their comments and suggestions.

A leaflet was distributed throughout the neighbourhood, directing people to the project Commonplace website or how to request a paper copy of the 3 surveys. Paper copies were delivered to residents and businesses (on request)

Lambeth Council officers and Councillors organised 1-2-1 online meetings with stakeholders, such as Residents Associations and businesses.


Offline engagement methods

As well as the leaflet, a booklet of proposed designs, information and frequently asked questions was distributed across the neighbourhood (containing the same information as the Commonplace website) - see PDF below.

A drop-in session was held at the West Norwood Library on the 22 April 2022.

Posters advertising the consultation period for the 3 projects and the drop-in event at the Norwood Library were put up across the neighbourhood.

Living Streets conducted 'Parklet pop-ups', focused on discussing possible parklet locations and contents with the local community.
