Final Design and Decision Phase
Once the feedback from the proposed design engagement phase has been collated and analysed, we make changes to the proposed design as required, thus producing the final design that would be implemented as the Voltaire Road Reimagined trial.
The final design proposes to create a traffic free area between Clapham High Street and Old Station Way from motor vehicles, except for vehicles with an exemption such as emergency vehicles. We propose to:
· Introduce a pedestrian and cycle zone which prohibits motor vehicles except authorised vehicles Monday to Friday 7am to Midday. The pedestrian and cycle zone allows people walking, scooting, wheeling and cycling, and emergency services through.
· Relocate the loading bay to the west of the pedestrian and cycle zone, creating approximately 179 square metres of extra space for people to enjoy, whilst still providing loading space for businesses.
· Repurpose the current parking bays to create new public space using planters and marking.
· Remove the planters which are currently on the pavement to increase space for people who are walking, pushing prams or may use mobility aids
· Create ramps to ensure that the new public space is accessible.
· Relocate the disabled bay west of the pedestrian and cycle zone
· Increase of shared use bays on Voltaire Road for resident, business and Pay by Phone parking.

Subject to a call-in period of 5 days, and a statutory consultation period with key stakeholders, the Voltaire Road Reimagined trial would be launched under an Experimental Traffic Management Order.
The trial would commence in November 2025.
At this stage we have also published:
· Appendix A – Final Design Report which provides an overview of the engagement, monitoring and design work undertaken in preparing the recommended design.
· Appendix B – Concerns Raised and Officer Response Table which details the issues raised throughout both engagement phases and consideration of these by officers.
· Equality Impact Assessment - An anticipatory process that supports the Council to predict possible issues and take appropriate action such as removing or mitigating any negative impacts, where possible, and maximising the potential for positive impacts.
