Final Design and Decision phase

Once the feedback from the proposed design engagement phase has been collated and analysed, we make changes to the proposed design as required, thus producing the final design that will be implemented as the Healthy Neighbourhood trial. 

The final design for the Stockwell Gardens Healthy Neighbourhood consists of five traffic filters, and a school-specific intervention at St Andrew’s primary school. The traffic filter locations and characteristics are:

·      Atherfold Road north of the junction with Hemberton Road ​- A camera-enforced traffic filter prohibiting motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

·      Mayflower Road to the north of the junction with Tregothnan Road​ - A camera-enforced traffic filter prohibiting motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

·      Kimberley Road to the south of the junction with Grantham Road​ - A camera-enforced traffic filter prohibiting motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

·      Crossford Street to the east of the junction with Lingham Street​ - A camera-enforced traffic filter prohibiting motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

·      Lingham Street to the north of the junction with Oak Square - A camera-enforced traffic filter prohibiting motor vehicle movements in both directions from passing the filter. (Except emergency vehicles, waste vehicles, or motor vehicles with registered dispensation).

·      St Andrew’s CofE Primary School Street – A temporary closure operating between 8:15AM - 9:15AM and 2:45PM – 3:45PM prohibiting motor vehicles from entering the School Street zone during the timed closure hours. School Streets operate during term time only.

·       Grantham Road Loading Bay – As part of the Healthy Neighbourhood, a loading bay will be implemented on Grantham Road to support businesses along the A3 with loading.

No design modifications were made following the proposed design engagement phase.

The decision on what type of traffic order to be used is formalised and communicated at this point through a formal Cabinet Member Delegated Decision Report. The decision will be made by the Cabinet Member for Sustainable Transport, Environment, and Clean Air.

At this stage we have also published:

·      Appendix A – Final Design Report which provides an overview of the engagement, monitoring and design work undertaken in preparing the recommended design.

·      Appendix B – Concerns Raised and Officer Response Table which details the issues raised throughout both engagement phases and consideration of these by officers.

·      Equality Impact Assessment - An anticipatory process that supports the Council to predict possible issues and take appropriate action such as removing or mitigating any negative impacts, where possible, and maximising the potential for positive impacts.
