We want to hear your views

We are transforming the streets around Jubilee Gardens, the South Bank Centre, the National Theatre, and Bernie Spain Gardens as part of the South Bank Spine Route Masterplan.

This ambitious plan reimagines the area, prioritising people who walk/wheel and cycle, improving public spaces, and making the area more climate resilient. As part of the wider plan, Lambeth will install more green spaces, create new pedestrian areas, and put in new traffic circulation measures.

Key aims of the South Bank Spine Route:

·        Create a Healthy Route by reducing traffic dominance and making streets safer and more accessible for walking, wheeling and cycling.

·        Enhance public spaces by creating a safe, inclusive and attractive public area for all residents, visitors and workers.

·        Improve accessibility by ensuring easier navigation, legibility and wayfinding across the wider area.

·        Adapt to change by responding to emerging climate and transport trends.

 

What we have done so far

In Autumn 2023, as part of Phase 2, we introduced changes to traffic circulation as a trial through an Experimental Traffic Order (ETO) to:

·        Reduce traffic volumes and prioritise walking, wheeling and cycling, and provide more space for residents needing vehicle access.

·        Implement traffic filters to restrict certain vehicle movements.

·        Restrict access for westbound traffic from Upper Ground into Belvedere Road, and eastbound traffic from Belvedere Road into Upper Ground.

·        Establish a “no entry” restriction to westbound vehicles at Bernie Spain Gardens.

 

A contraflow cycle lane between Duchy Street ad Broadwall was also introduced as part of Phase 2 measures.

Now that these measures have been in place for more than 12 months, we want to hear your views as part of our ongoing evaluation.

How is the trial evaluated?

We are monitoring the scheme in the following ways:

  • Collecting traffic counts to measure changes in vehicle and cycling flows.
  • Assessing the route against the Healthy Route Criteria
  • Looking at local collisions to assess road danger.
  • Liaising with Emergency Services to monitor their response times.
  • Collecting ongoing qualitative feedback from the general public and local partners


How can people have their say?

This section needs to be slightly rewritten to: Before deciding on whether to make the scheme permanent or not, Lambeth is organising a public survey to get local views. Workshops for local stakeholders, residents and businesses are also being organised, and Lambeth has written to all local businesses and residents to invite them to sign up to these workshops. How will the survey feedback be incorporated in the decision report?

In the decision report, we will consider the survey results together with other qualitative feedback and collected quantitative data, such as traffic volumes, air quality and road danger. The survey results will be augmented with qualitative data from workshops and responses from statutory and local stakeholders. We will also evaluate how these correspond with our existing policies in adopted strategies like the Transport Strategy or the Climate Action Plan, as well as the objectives in the Spine Route Masterplan. The survey is focussed on collecting in-depth feedback on people’s experiences and impacts of the scheme, rather than being a referendum on the scheme. The survey results, together with the data from other sources, will be analysed, set-out and published in the decision report.
