Selective Licensing Scheme

A Selective Licensing scheme is a discretionary type of licensing of PRS available to Local Authorities. Where introduced, it would see a requirement for privately rented properties, that are not Houses in Multiple Occupation (HMO's) subject to being licensed based on relevant criteria.

The Selective Licensing Scheme makes it mandatory to licence a property with the council and meet the required licensing conditions, for any landlord renting a property to:

  • a single-family household, or 
  • a household occupied by no more than 2 unrelated sharers 

Phase 2 of the Selective Licensing scheme starts on 1 September 2025. Early applications can be submitted from 1 August 2025 by applying online. See below for more details on the wards that it applies to.

The scheme came into force on Monday 2 September 2024 in the following wards:

  • Knights Hill
  • Streatham Hill East
  • Streatham Common and Vale
  • Streatham St. Leonards
