
Selective Licensing Scheme
A Selective Licensing scheme is a discretionary type of licensing of PRS available to Local Authorities. Where introduced, it would see a requirement for privately rented properties, that are not Houses in Multiple Occupation (HMO's) subject to being licensed based on relevant criteria.
The Selective Licensing Scheme makes it mandatory to licence a property with the council and meet the required licensing conditions, for any landlord renting a property to:
- a single-family household, or
- a household occupied by no more than 2 unrelated sharers
Phase 2 of the Selective Licensing scheme starts on 1 September 2025. Early applications can be submitted from 1 August 2025 by applying online. See below for more details on the wards that it applies to.

Consultation and Outcomes
Lambeth Council consulted on proposals to introduce a selective licensing scheme in Lambeth which will improve the standards of privately rented properties in the borough. We consulted with residents, tenants, landlords, managing or letting agents, and organisations and businesses.
Lambeth Council proposed to introduce a selective licensing scheme covering 23 out of 25 wards, implemented in two phases. The outcome of this consultation and relevant documents can be found on the councils webpage
