Roupell Street is a popular walking route, historically significant and used for many different purposes, including filming. At the same time, a route for west to east through traffic has been identified in the area, using Exton Street, Whittlesey Street, and Roupell Street. In order to remove through traffic in this area, a "no motor vehicles" traffic restriction was proposed on Roupell Street. We are however mindful that any changes to the carriageway, footways and the public realm will have visual and heritage impacts as well.

Initially we proposed the following changes:

  • Add more tree planting and greening
  • Add street furniture like seating
  • No through traffic for motor vehicles
  • Retain possibility for two-way cycling


Following on from our previous proposed design engagement in 2023, we have reviewed the feedback received from the local community/key stakeholders and internal teams and have made some iterations to the previous designs presented.

We are proposing to change the following items:


Scaling down of the proposed green planting.

  • We have collected underground utilities data, which significantly limit the scale of green planting and trees we can implement. We have also carefully considered the feedback from the local community regarding potential heritage and visual impacts. We recognise that the long vista along Roupell Street is an important and valued feature, and we do not intend to disrupt this characteristic view.

Removing of street furniture

  • In response to the feedback received by the local community, we will be removing any proposed street furniture as we do not wish to disrupt the characteristic views of Roupell Street or potentially exacerbate local Anti-Social Behaviour.

Removing additional trees

  • We have collected underground utilities data, which significantly limit the scale of trees that can be planted. We also do not wish to disrupt the current usage of the street.

Scaling down the proposed resurfacing

  • We have carefully considered the feedback from the local community regarding potential heritage and visual impacts, and how pavement/highway materials can impact these. Moreover, due to the deteriorated financial position of the Council, we are no longer able to access funding from our Capital Investment Programme (CIP).


Lambeth Council is expecting to receive funding in the 2026/27 Financial Year through the Local Implementation Plan (LIP) funding from Transport for London to further limit through traffic in the area and deliver improvements under the Healthy Streets paradigm.

Once this funding is confirmed, Lambeth will reengage with local residents and businesses on the updated designs. We expect this to happen in June/July. During this further engagement phase, we will also publish the designs.
