Brockwell Park to Gipsy Hill Healthy Route
The Brockwell Park to Gipsy Hill Healthy Route is a cycling, wheeling and walking route along Rosendale Road which includes protected cycle lanes and zebra crossings.
It is part of the Cycleway network (Cycleway 17) and part of Lambeth's Healthy Routes network.
It connects several neighbourhoods, schools, businesses, workplaces, green spaces, amenities and public transport hubs.

We want to enable the community to travel more actively, as this benefits public health and wellbeing, and is part of Lambeth's Climate Action Plan to become net zero compatible and climate resilient by 2030.
The Healthy Route network is part of Lambeth’s Transport Strategy The routes are convenient, safe and accessible to all. They can be on quiet streets where traffic levels are low or on main roads where dedicated space is provided for walking, wheeling and cycling.
The project has 4 phases:
- phase 1 - between Brockwell Park and Turney Road (built in 2021)
- phase 2 - between Turney Road and A205 South Circular (built in 2023)
- phase 3 - between A205 and Park Hall Road (in development)
- phase 4 - between Park Hall Road and Gipsy Hill station (In development)

Phase 3 Construction
The Brockwell Park to Gipsy Hill Healthy Route (part of Cycleway 17) is being extended along Rosendale Road. As set out in the letter dated 10 February 2026, the decision to extend the Healthy Route was taken following careful consideration of the statutory consultation (carried out in August / September 2024), and after several years of community engagement and coordination with Transport for London (TfL).
Phases 1 and 2 were installed between 2021 and 2023, featuring two-way protected cycle tracks, zebra crossings, and junction improvements between Brockwell Park and the A205. Installation of Phase 3 is now under construction, which will extend the route south to Park Hall Road. Phase 3 is divided into 2 sections for delivery:
- Section 1 between Park Hall Road and Eastmearn Road will be built first and will operate independently until Section 2 is completed. Construction of Section 1 is expected to begin on 8 May 2026 and last approximately 19 weeks (subject to change).
- Section 2 between Eastmearn Road and Walkerscroft Mead will follow, with install dates to be confirmed. Section 2 includes changes to the A205 South Circular junction, which are subject to statutory consultation led by TfL.
The council has received a legal challenge to the proposed continuation of the protected cycle track and installation of new crossings on Rosendale Road. After careful consideration of the merits of the claim, it is the Council’s intention to robustly defend against this. Furthermore, in order to avoid delay in securing the scheme benefits and to make use of available, time limited grant funding, the Council considers that it is in the public interest to proceed with the construction of Phase 3 of the project.
Details of Section 1 (please see designs attached):
- A new two-way cycle track will be installed along the eastern side of Rosendale Road, between the junction with Carson Road (south arm) and Park Hall Road, separated from traffic by fixed kerbs, with road markings and reflective bollards at places where the cycle track intersects with side roads or driveways/crossovers
- New zebra crossings will be provided along the route, improving safety and accessibility.
- Traffic calming measures will be updated, with existing speed cushions removed and replaced with road humps to help manage vehicle speeds and 20mph roundel markings to reinforce the speed limit.
- Parking arrangements will be updated, including free time-limited shopper parking bays for customers to park for free outside the shops (on Rosendale Road, Carson Road and Idmiston Road) and a designated loading bay facility (on Rosendale Road)
- Side road junctions at Carson Road and Elmworth Grove will be raised to create continuous pedestrian crossings, giving greater priority to people walking.
Phasing and timings of works:
Diversion Plans are attached to this page. Phase 2A will begin during the week commencing 6 July. Timings are subject to change.
Works will be carried out Monday to Friday between 8am and 6pm and on Saturdays between 8am and 1pm. Night works are currently planned for 12 nights in July/August from 8pm to 5am. This is necessary to minimise disruption of the traffic network due to closures.
During the Park Hall Junction phase, the 322 buses will be diverted. Please see notices at bus stops for details.
Important things to note
No Parking in Construction Areas: When and where necessary, “no parking” cones and warning signs will be installed, to indicate areas where parking will be prohibited. These will be installed approximately 24 to 48 hours prior to work being undertaken.
- Please refrain from parking vehicles in the designated construction areas.
- Prior to the commencement of the construction work, we ask that you relocate your vehicle to a nearby road.
- Unmoved vehicles within the designated work areas will be subject to relocation, and details on retrieval are provided below.
Enforcement Measures: Temporary Traffic Orders will be implemented to support 'No Parking' cones and signage. Vehicles parked in coned areas are at risk of receiving a Penalty Charge Notice and may be relocated.

Post-Construction Access: Vehicles will be allowed back onto the road once the construction work is complete and all cones and warning signs have been removed (parking will not be permitted on new double yellow lines at the south end of the public realm area)

Other works
As well as the Healthy Route, safety-critical parking and kerbside changes will be introduced on neighbouring streets, including:
- Double yellow lines on the corners of junctions to prevent obstructive and dangerous parking
- Electric Vehicle Charging Points (EVCP) in Lamp Columns and associated parking bays to provide additional charging facilities for motorists
- New cycle hangars, to provide secure cycle storage for residents
