Brockwell Park to Gipsy Hill Healthy Route

The Brockwell Park to Gipsy Hill (also known as Rosendale Road) Healthy Route is key part of the Healthy Routes network. It connects several:

  • neighbourhoods
  • schools
  • businesses
  • workplaces
  • green spaces
  • amenities
  • public transport hubs.

Lambeth is committed to creating streets and neighbourhoods that are healthy, safe, inclusive and pleasant. We want to enable the community to travel more actively, as this benefits public health and wellbeing, and is part of Lambeth's Climate Action Plan to become net zero compatible and climate resilient by 2030. 

The Healthy Route network is part of Lambeth’s Transport Strategy The routes are convenient, safe and accessible to all. They can be on quiet streets where traffic levels are low or on main roads where dedicated space is provided for walking, wheeling and cycling. 

The project has 4 phases: 

  • phase 1 - between Brockwell Park and Turney Road (built in 2021)
  • phase 2 - between Turney Road and A205 South Circular (built in 2023)
  • phase 3 - between A205 and Park Hall Road (in development)
  • phase 4 - between Park Hall Road and Gipsy Hill station (In development)

Phase 3: Between A205 – Park Hall Road

Phase 3 involves extending the two-way cycle track along Rosendale Road from the A205 to the junction with Park Hall Road. Proposals consist of:

  • Continuation of the 3metre-wide two-way cycle track, protected with kerbs islands
  • A new parallel zebra pedestrian and cycle crossing, north of Eastmearn Road
  • A new zebra crossing outside the shops
  • 3 new parallel zebra pedestrian and cycle crossings at the Park Hall Road junction, to enable cycles to join the cycleway safely from the east and west, and to facilitate safe pedestrian crossings.
  • Raised continuous footways across the minor road junctions (Carson Road and Elmworth Grove), to make pedestrian priority explicit and reduce motor vehicle speeds entering and exiting the minor roads
  • Red colour surfacing on the cycle across the minor road junctions to highlight the cycle tracks Lambeth and TfL are working together to deliver the Rosendale/A205 junction at the same time as Phase 3.

Initial engagement on Phase 3 took place between April and May 2023 (alongside proposals for a West Dulwich Controlled Parking Zone (CPZ) and various Trail Street Improvements). In February 2024, the decision was made to go to Statutory Consultation on proposals for the Healthy Route and CPZ.

Phase 3 Statutory Consultation and Decision

The statutory consultation for the Healthy Route took place between 9 August and 20 September 2024. All representations received were considered by the council in a report outlining feedback received and making recommendations. 

What was decided?

1.    To construct the Healthy Route.

2.    To introduce certain, non-chargeable parking and kerbside changes.

3.    To consider all other elements of the CPZ, at a later date.


After careful consideration, the council decided to:

  • Introduce all measures relating to the Phase 3 extension of the Healthy Route, including a new two-way cycle track on the eastern side of Rosendale Road, junction improvements at the Rosendale Road/Park Hall Road junction, and additional pedestrian crossings on Rosendale Road.
  • Defer the decision on the West Dulwich CPZ permit and paid for parking bays and single yellow line waiting restrictions for further consideration and review.
  • Introduce certain limited non-chargeable parking changes that were consulted on, including:
  1. Free time-limited shopper parking bays to provide space for customers to park for free outside the shops (on Rosendale Road, Carson Road and Idmiston Road)
  2. A designated loading bay facility (on Rosendale Road)
  3. Double yellow lines on the corners of junctions to prevent obstructive and dangerous parking
  4. Electric Vehicle Charging Points (EVCP) in Lamp Columns and associated parking bays to provide additional charging facilities for motorists
  5. New cycle hangars, to provide secure cycle storage for residents
