Consultation on the Redesignation of the South Bank and Waterloo Neighbourhood Forum

On 18 June 2025, an application was received from South Bank and Waterloo Neighbourhood Forum for redesignation as the neighbourhood forum for the South Bank and Waterloo neighbourhood area. Its designation as a neighbourhood forum expired in 2024 in accordance with regulations.
We are now seeking your views on its application for re-designation for a period of 12 weeks, from Monday 28 July to Tuesday 21 October 2025.

Respondents are asked to consider whether the application has met the statutory requirements listed in the next section. Comments must be received no later than 21 October 2025, 5pm.
Statutory requirements for designation as a neighbourhood forum
In accordance with the Neighbourhood Planning Regulations 2012 and the Town and Country Planning Act 1990, organisations applying for designation as a neighbourhood forum are required to provide the following details:
- Name of the proposed forum
- Written constitution outlining the forum’s purpose and governance
- Map of the proposed neighbourhood area
- Membership details, including a minimum of 21 individual members.
- Membership must include people who live in the area, people who work in the area, and are elected members for that area.
- Contact details for at least one member (to be made public)
- Statement of purpose showing how the forum will promote the social, economic, and environmental well-being of the area
In determining whether to designate an organisation as a neighbourhood forum, planning officers are required to consider whether the organisations membership is drawn from different places in the neighbourhood area and from different sections of the community in that area. The neighbourhood forum's purpose should reflect the character of that area.
Following consultation, Council officers will consider all representations received prior to making a decision on the application. The council is required to make a decision within 20 weeks of publicising the application.
