Lambeth Local Plan Consultation: Round 1 of 3
Lambeth Council is preparing a new Lambeth Local Plan. It will help shape how the borough grows and changes over the next 10-15 years.
What is Lambeth’s Local Plan?
A Local Plan sets out how places across the borough should grow and change over time.
It provides a long-term vision for Lambeth’s future. It helps answer important questions about where development should take place, what kinds of places we want to create, and how growth can benefit local communities
We are beginning work on a new Lambeth Local Plan, which is expected to be adopted in 2029. At this early stage, we want to understand what matters most to the people who live, work, study and spend time in Lambeth, and how you would like to be involved as we develop the new Lambeth Local Plan. We are also seeking views on the Lambeth Character Study.
This Scoping Document explains the new Lambeth Local Plan process, the purpose of the Scoping Consultation, the themes we are seeking views on, and how your feedback will be used.

This is the first of three planned consultation stages in the preparation of the new Local Plan.
We want everyone with an interest in Lambeth's future to take part and share their views.

What do we want to know?
What should the new Local Plan focus on most?
We have identified six broad themes covering some of the key issues the new Local Plan will need to consider. These themes will be used throughout the consultation to help organise your feedback.
We want to understand which issues are more important to you, as well as what is not working well, what needs to change, and what opportunities we should consider as we plan for Lambeth’s future.
How Would You Like to Be Involved?
We want people and organisations from across Lambeth to help shape the Plan throughout the process.
We would like to understand:
- how you would like to hear about the Local Plan
- what methods of engagement work best for you
- what would make it easier to participate
- how we can better involve people whose voices are not always heard in planning processes
Lambeth Character Study
We want to know whether the draft Character Study accurately reflects the distinct character of Lambeth's neighbourhoods and places, including buildings, streets, public spaces, landscape and heritage. We also want to know if there anything we’ve missed, got wrong, or that you think is particularly important for us to understand about your neighbourhood.
Our key themes
Parks, Nature and Climate
How we protect and improve parks, green spaces, and nature, respond to climate change, and create a healthier and more resilient borough.
Getting Around
How people move around Lambeth, including walking, cycling, public transport, accessibility and connections between different places.
Local Services, Community Facilities and Inclusive Spaces
The places and services that support everyday life, including community facilities, health and education to ensure local spaces feel safe, accessible, inclusive and welcoming to everyone.
Jobs, Shops and Workspaces
How Lambeth supports jobs, businesses, shops, town centres and the different types of workspace people and businesses need.
Design, Heritage and Local Character
What makes different parts of Lambeth distinctive, including buildings, streets, public spaces and heritage, and how new development should respond to local character and support safe, welcoming and well designed spaces.
Housing
The types of homes Lambeth needs, where new homes could be provided, and how we can create inclusive and sustainable neighbourhoods.
