Based on reports from local residents, site observations, as well as through traffic data, Frazier Street and Pearman Street are used by traffic to avoid the main road network. The situation is exacerbated by the banned right turn from Baylis Road to Waterloo Road (southbound). This is causing congestion, pollution and a dangerous pedestrian environment in the local area, especially at the junction of Pearman Street and Frazier Street.

We previously engaged with the local community and key stakeholders to propose the following adjustments:

  • One-way traffic on a section of Frazier Street
  • A ‘No Motor Vehicles’ restrictions on a section of Pearman Street
  • The removal parking to introduce greening and trees

Following on from our previous proposed design engagement in 2024, we have reviewed the feedback received from the local community/key stakeholders and internal teams and have made some iterations to the previous designs presented.

We are proposing to change the following items:


Scaling down the proposed green area

  • Following further review of this area, it has been determined that the current utilities in place prohibit us from implementing additional green spaces. We wish to retain the current tree proposals in this area.

Scaling down of tactile paving

  • Due to budget constraints, we are unable to deliver the tactile paving previously presented.

Motorcycle bay removal

  • To ensure sufficient space for emergency service vehicles—both for turning movements and operational parking—we want to remove the motorcycle bay on Pearman Street and replace it with Ambulance parking. We will explore options for relocating it if our budget allows.


Lambeth Council is expecting to receive funding in the 2026/27 Financial Year through the Local Implementation Plan (LIP) funding from Transport for London to further limit through traffic in the area and deliver improvements under the Healthy Streets paradigm.

Once this funding is confirmed, Lambeth will reengage with local residents and businesses on the updated designs. We expect this to happen in June/July. During this further engagement phase, we will also publish the designs.
