Consultation on Proposed Listed Building Heritage Partnership Agreement for 76 Upper Ground, SE1

Proposal

Under provisions in the Enterprise and Regulatory Reform Act 2013, Lambeth Council is proposing to enter into a Listed Building Heritage Partnership Agreement (LBHPA) with the owner of no. 76 Upper Ground, London which is a grade II listed building.

Listed Building Consent is required for any works of alteration, extension or demolition of a listed building that would affect its special interest. An LBHPA is a mechanism by which Lambeth Council can grant listed building consent for a range of specific works identified in the LBHPA. This approach reduces the need for lots of individual Listed Building Consent applications for similar works that can all be captured under the LBHPA.

In the case of the LBHPA proposed for no. 76 Upper Ground, the works relate to the fitout of office accommodation for tenants. By agreeing the works through an LBHPA, new tenants can fitout their offices so long as the works they undertake accord with the provisions of the LBHPA. If the proposed fitout works accord with the LBHPA a separate application for listed building consent would not be required.

Consultation

The Planning (Listed Buildings and Conservation Areas (Heritage Partnership Agreements) Regulations 2015 require a consultation to be undertaken as part of the LPHA making process. This consultation invites comments on the draft LBHPA.

Lambeth Council will consider all representations received when making the decision on whether or not to make the LBHPA.

This consultation runs from 6 July to 31 August 2026.
