
The renewal of Central Hill
Central Hill estate is a Lambeth Council estate in Norwood consisting of over 450 homes surrounded by walkways that connect homes with playgrounds and green spaces. Car parking is kept to the periphery.
The estate was identified as needing to be renewed to bring the homes up to a standard that residents deserve now, and in the future.
There are different ways of renewing estates including refurbishment, retrofit, demolition and rebuilding or, a combination of these strategies.
In 2017 the council assessed demolition and rebuilding as the best option for your estate, however, a lot has changed since that decision was made, including changes to building regulations, the council’s commitment to net zero and substantial increases in how much it costs to build new homes.
Additionally, the Council has taken the decision to close its own fully owned and controlled housing development company Homes for Lambeth (HFL), to enable new affordable homes to be delivered more quickly and effectively.
This means we are now looking at what is the best way for the council to renew your estate.
What is Estate Renewal?
This refers to a programme to improve an estate. It could include improvements to your homes, the built environment (such as pavements or green spaces) or other local amenities. This is sometimes called estate regeneration.
How does the council decide how to renew my estate?
To determine the best renewal option for your estate, the Council will undertake an Options Appraisal process, where each of the different ways to renew the estate will be assessed against a set of important criteria.
What stage of the renewal process is my estate in?
We are undergoing the Options Appraisal process for your estate from July 2024. The process is now estimated to complete in late 2026 when the Council will make a recommendation about which renewal option to take forward for Central Hill estate.
