Thank you for your submission. The council recognises that trees will continue to play a vital role in mitigating some of the impacts of climate change such as providing cooling and shade during heatwaves, slowing down storm water as well as reducing air pollution and improving biodiversity. Out of the ten thousand or so trees growing in Lambeth footways, a relatively small number cause subsidence. We therefore do not believe that damage was reasonably foreseeable in this case. It is important that the correct evidence is prevented to the council in order to rule out other factors and enable the necessary mitigation measures to be carried out.
Concerning the decision to consult the public in this case, please note that the council is legally obliged to carry out a public consultation for street tree felling in non-classified roads in cases where they are alleged to be causing subsidence under the Environment Act (2021). The council’s policy is to repair trip hazards caused by trees in favour of tree retention.

- This tree is causing damage to private property. This was first reported to the council on 20th February 2023 (ref: CTXRNNWM), with repeat notifications sent to the council on 6th March 2023 and 14th March 2023, along with a report from a structural engineer citing damage caused by the tree. The council refused to remove the tree -- or even prune it -- without evidence of the tree causing damage. That evidence has now been gathered and presented to the council. This matter should not be a matter of public consultation or debate. The tree is doing damage and needs to be removed.
- This tree has also been causing buckling to the pavement and a creating a trip hazard -- on a route frequented by young school children -- for years, and has required repair by the council as a result
- Council NEGLIGENCE has led to this scenario. Had the tree been effectively pollarded or pruned -- as a preventative measure -- its roots may not have grown so long, and perhaps it could have remained in place. The tree has been poorly cared for and as a result it now needs to be removed.
